Vouchers can be bought by residents who live in parking zones. You don’t need to own a car to buy vouchers.
You can choose either e-vouchers (use immediately) or scratchcard vouchers. Scratchcard vouchers are normally delivered within 7 working days. A £3 postage and packaging fee is applicable for scratchcard vouchers.

Each household can purchase a maximum of 40 books per calendar year (Jan to Dec).
Voucher prices and surcharges
Parking Vouchers now incur a surcharge, linked to the number of vouchers a household buys each calendar year. This makes sure that prices remain low for the vast majority of customers compared to other London boroughs, while discouraging purchases for resale, or for use by residents to park additional cars on street, which make it hard for some residents to find parking near their home.
Over 60s and blue badge holders continue to benefit from a 50% discount on the first 24 books of vouchers purchased each year.

Visitor parking on estates
On-street vouchers are not valid on estates. If you live on an estate, you need to apply for estate parking visitor vouchers.

Keys points to know before you apply
visitor vouchers are only available for purchase by residents
if you are the holder of a valid blue badge or aged 60 and over, you are entitled to a 50% discount on the first two books bought per month. This discount is also available to parents of children with disabilities residing at the property on presentation of a disability award notification letter
residents on housing estates can purchase on-street vouchers, to park outside the housing estate – to park inside the estate you can apply for estate parking visitor vouchers
vouchers may only be used for passenger or goods vehicles. The overall height must not exceed 2.27m (7’5”), the length must not exceed 5.25m (17’3”) and the unladen weight must not exceed 3,500kg (7,716lb).
you will not be eligible to purchase vouchers if you have outstanding unpaid parking fines
we reserve the right to withdraw the sale of visitor vouchers in the event of fraudulent use
You may also be asked to provide a proof of residency if we can’t confirm your residency automatically. We’ll accept scanned copies or photos of supporting documents

if you’ve purchased scratchcard vouchers we’ll deliver your vouchers within 7 working days

Terms and conditions
How and where to use your e-vouchers
if you are using e-vouchers there is no need to display anything in the vehicle. Officers will check the number plate to determine if a valid voucher is in place.
your e-vouchers are kept in an e-wallet within your permit account. Your e-voucher balance can be viewed in the ‘my e-voucher’ tab of your permit account.
e-vouchers can be activated by yourself. You can also send the e-vouchers to your visitor for them to activate themselves. E-vouchers can be activated immediately or scheduled to start at a later time or date.
single e-vouchers or multiple e-vouchers can be used in one session
any unused or unactivated e-vouchers will be returned to your e-wallet at the end of the nominated day. If an active multiple voucher booking session is cancelled whilst it is active – any unused e-vouchers will be credited back to your account
the zone allocated to your e-voucher must match the zone in which the vehicle is parked
visitor e-vouchers can be used in resident bays, shared use bays or permit holder bays
vehicles must be parked correctly within the markings of the bay or space
visitor e-vouchers do not guarantee a parking space.
How and where to use your scratchcard visitor vouchers
the scratchcard voucher must be clearly displayed in the front passenger side of your windscreen. Its details need to be clearly visible from outside of the vehicle.
for all day vouchers you must scratch out the correct month and date. For 2-hour vouchers you must also scratch out the hours and minutes to cover the period the vehicle is parked for. On both types of scratchcard the vehicle registration mark must be written in the space provided to avoid being issued with a PCN
the parking zone displayed on the scratchcard voucher must match the zone in which the vehicle is parked
scratchcard visitor vouchers can be used in resident bays, shared use bays or permit holder bays
visitor vouchers are non-transferable and can not be used in any other vehicle
vehicles must be parked correctly within the markings of the bay or space
visitor vouchers do not guarantee a parking space
the hours of parking controls are located on sign plates adjacent to the bays
What restrictions apply to visitor vouchers?
visitor vouchers are not valid in business permit bays, estate resident bays, disabled parking bays, pay and display bays, motorcycle bays, personalised permit bays (allocated to a single disabled driver that has passed a set criteria), single or double yellow lines, doctor’s bays, car club bays or car parks
parking in these locations may result in a penalty charge notice being issued and/or the vehicle may be relocated or removed

solicitor’s letter confirming completion (new residents only)
legally drawn letter from landlord or estate agent valid for the full life of the permit
rent book from council or housing trust
Lost / damaged / stolen vouchers
we do not replace lost, damaged or stolen visitor vouchers
Vouchers are non-refundable
we do not refund visitor vouchers
Change of address
if you change your address, we do not transfer or refund your old vouchers. You will need to use them before you move.
Preventing fraud
vouchers must not be resold
if your voucher is cancelled because of fraud or misuse then you will not be eligible for a refund
vouchers remain the property of the Council and we reserve the right to withdraw any voucher without giving prior notice or reason, and your vehicle may be issued with a penalty charge notice or removed
the Council will seek to prosecute instances of fraud or attempted fraud
