Residents who live in parking zones can apply for a permit. They are available for 3, 6, or 12 months.
- permits are e-permits, so there is no need to display them in your vehicle
- civil enforcement officers (parking wardens) can check your permit is valid using your vehicle registration mark
- you can check the status of your e-permit or manage changes via your parking account
- renewal reminders will be sent to e-permit holders 6 weeks before it’s due to expire
If you live on an estate, you need to apply for an estate parking permit.
Apply for or renew your permit online
- you are only entitled to one resident e-permit in your name, even if you have more than one vehicle
- your permanent address must be within the boundary of a Hackney parking zone
- you must be the registered keeper of the vehicle
- your vehicle must be registered with the DVLA at the address stated in this application, or you must be the authorised keeper of a company vehicle, or the owner of a foreign-registered vehicle. Foreign registered vehicles are only eligible for one permit for a maximum of 6 months
- online first time applicants will be allowed to purchase an e-permit without providing all the documents required at the point of application. However, failure to supply proof documents within one month of the application will result in the permit being cancelled. A refund will be issued for unused months, minus a £24 refund charge
- your vehicle can be a passenger or a goods vehicle. The overall height must not exceed 2.27m (7’5”), the length must not exceed 5.25m (17’3”) and the unladen weight must not exceed 3,500kg (7,716lb)
resident e-permits don’t guarantee a parking space
- you can’t provide documents on the prescribed list, or you submit fraudulent documents
- you knowingly make a false statement in order to obtain a parking permit
- you have been found to have used permits fraudulently
- you have 3 unpaid penalty charge notices and are registered as a persistent evader. You will be refused a permit until you have paid the fines in full
- your residence was subjected to a car-free restriction when it was granted planning permission
New homes and redevelopments in the borough are car free, meaning that you can’t buy a parking permit to park your vehicle.
To check if your new home is car free:
- attempt to apply for a resident parking permit
- select your address
- select ‘continue to personal details’
If your home is car free you will receive a notification telling you that it is.
If you’re able to enter your personal details, your property is not car free and you can buy a permit.

What happens after you apply?
If you’re entitled to an e-permit and submit everything we need to approve your application, your e-permit will start on the date that you have selected in your application.
If your application isn’t successful, we’ll contact you to explain why or what you need to do to help us process it.

- the resident e-permit is only valid for the vehicle registration number stipulated within the valid permit account and associated documentation
- the e-permit is only valid for the zone of issue
- vehicles must be parked correctly within the markings of the bay or space
- the restricted hours will be located on sign plates adjacent to the bays
- resident e-permits can be used in on-street resident bays, shared use bays or permit holder bays within the zone of issue as specified at time of issue
- the Council reserve the right to cancel or refuse to issue a resident e-permit if staff are abused or the e-permit has been obtained fraudulently
- the Council reserve the right to withdraw or make any changes to the resident e-permits at any time without prior notice or reason
- if your vehicle is stolen, call 020 8356 8877 with the crime reference number – stolen vehicles can’t be reported via the system
- resident e-permits are not valid in business permit bays, disabled parking bays, pay and display only bays, personalised permit bays (allocated to a single disabled driver that has passed a set criteria), motorcycle bays, doctor’s bays, car club bays, single or double yellow lines or car parks
- resident e-permits are not valid in housing estates
- resident e-permits are not valid in suspended bays. This may result in a penalty charge notice being issued and your vehicle may be relocated or removed to the car pound
You may need to submit one form of evidence from the list below, to complete your application. Scanned copies and clear photographs will be accepted.
Proof of address
- driving licence
- council tax statement
- utility bill dated in last 3 months
- signed tenancy agreement
- bank statement (current or savings account) dated in last 3 months
- solicitor’s letter confirming completion (new residents only)
- legally drawn letter from landlord or estate agent valid for the full life of the permit
- rent book from council or housing trust
Vehicle proof
- second page of V5C (logbook) displaying the name and address of the applicant
- V5C/2 (new keepers supplement) or a bill of purchase
- hire / lease agreement: hire / lease documentation must show your name and address
- copy of vehicle logbook or hire / lease agreement in the company name
- LPG conversion certificate if you have converted your vehicle to run on LPG (Liquid Petroleum Gas) – you will have to have sent a copy of your conversion certificate to the DVLA for them to update their records
- permits cancelled before their start date will receive a full refund
- cancellations made on or after your permit’s start date will be refunded for each full calendar month remaining on the permit from the date we receive your cancellation request, minus a £24 refund administration charge
- permits with less than 3 months remaining will not receive a refund
- you can apply for a change of vehicle registration via your Hackney parking account. There is no administration charge for changing your vehicle, but you may have to make an additional payment if your replacement vehicle is in a higher charging band. Online vehicle change requests takes effect from the next day (subject to approval)
- if you are moving within Hackney, you can change your address via your Hackney parking account. There is no administration charge for this change. An online address change request takes effect from the next day (subject to approval)
- to change details by post, print and complete change of details application form (google doc) and return it to us
- you can temporarily exchange your e-permit to a courtesy car or short term lease vehicle. There is no administration charge for changing your vehicle, but you may have to make an additional payment if your replacement vehicle is in a higher charging band. Please note, subject to approval, any vehicle change request takes effect from the next day
- the Council considers fraud and attempted fraud to be a very serious matter and will not hesitate to take preventative, remedial or punitive actions against any person or organisation suspected of fraud or attempted fraud
- if your e-permit is cancelled because of fraud or misuse then you will not be eligible for a refund
- permits remain the property of the Council and we reserve the right to withdraw any e-permit without giving prior notice or reason, and your vehicle may be issued with a penalty charge notice or removed
Apply or renew by post
Print and complete the resident parking e-permit application form (google doc) and return it to us:
- for a new application, include your supporting documents for proof of address
- to renew your permit, use your renewal slip and allow at least 10 working days before your current permit expires to process your new permit
We only accept a cheque or postal order, so don’t send cash by post.
