Retrofit supplementary planning document (SPD)

The retrofit SPD was adopted in December 2025 and came into effect in January 2026. This SPD supports the policies in Hackney’s Local Plan.

This SPD will give guidance on upgrading all types of buildings to save energy and reduce carbon emissions.

The document includes guidance on:

• important considerations for retrofitting
• different retrofit measures including:
  • insulation
  • ventilation
  • decarbonisation
• embodied carbon
• circular economy
