London Legacy Development Corporation planning policy documents

On 1 December 2024, planning powers returned from the London Legacy Development Corporation (LLDC) to the London Borough of Hackney.

Now, we process all planning applications and applications for related issues.

The LLDC Local Plan and Supplementary Planning Guidance will still apply to the area that the LLDC covered until we replace them with a future Hackney Local Plan.

London Legacy Development Corporation Local Plan

The Local Plan together with the London Plan 2021 form the Development Plan for the Legacy Corporation Area.

The LLDC created the supplementary planning guidance. It has guidance on how to apply LLCD Local Plan policies in specific areas. 

These documents are considered to be material considerations.

Hackney Wick and Fish Island supplementary planning documents

The LLDC adopted the Hackney Wick and Fish Island supplementary planning documents (SPD) on 22 March 2018.

The SPD has extra guidance on:

  • development in the area of the Local Plan Hackney Wick and Fish Island Site Allocation (SA1)
  • employment uses and locations
  • new housing 
  • the development of the new neighbourhood centre
  • the approach to delivery of new connections and infrastructure

This SPD is a material consideration for developments within Hackney Wick and Fish Island.

Getting to net zero supplementary planning documents

The LLDC adopted the Getting to Net Zero supplementary planning documents (SPD) on 7 October 2022. It replaced the Carbon Offset SPD which was adopted in August 2016.

This SPD has guidance on the LLDC’s carbon offset price for development schemes. These were fees that the Local Plan and London Policy required people to pay to reach the net zero carbon target.

It also outlines the way that the LLDC Carbon Offset Fund money was used.

In early 2020 the Mayor of London declared a climate emergency, setting a target for London to be net zero-carbon by 2030. 

To meet the 2030 target, the SPD promotes on-site carbon reduction. It should only use the Carbon Offset Fund as a last resort.

Planning obligations supplementary planning documents

The LLDC adopted the Planning Obligations supplementary planning documents (SPD) on 7 October 2022.

This SPD has guidance on:

  • the relationship between planning obligations (Section 106 Agreements) 
  • the Community Infrastructure Levy (CIL)
  • key matters where planning obligations might be sought

This is a material consideration for developments that are within the London Legacy Development Corporation Area.

Evening and night-time economy supplementary planning documents

The LLDC adopted the Evening and Night-time Economy (ENTE) supplementary planning documents (SPD) on 20 July 2021.

The SPD provides guidance on policies within the LLDC Local Plan relating to cultural and night-time economy uses.

Creating places that work for women and girls

The LLDC published the handbook on 11 July 2024. It has practical steps that urban planners, architects, developers and other stakeholders can take to ensure a gender-informed approach is applied in the planning, design and decision-making process related to public spaces.

Characterisation study

The Characterisation Study was published in 2019 to support the review of the Legacy Corporation Local Plan and act as a reference for development proposals within the Legacy Corporation area. 

The study provides a detailed picture of the 4 sub-areas identified within the Local Plan, identifying key positive and negative features of the physical characteristics. This is combined with planning information to determine the potential impacts on character, and to provide guidance and parameters to influence future development in the area.

Housing density study

The Density Study was published in 2021. 

It is a guide to appropriate development densities in the Legacy Corporation area while keeping appropriate residential quality and accessibility in the neighbourhoods where development would occur.

London Legacy Development Corporation annual monitoring reports

The LLDC creates a yearly monitoring report. The report includes an assessment of their policy performance.

The government introduced the Housing Delivery Test in 2018 as part of the revised National Planning Policy Framework (NPPF). After this, the LLDC published a first Housing Delivery Action Plan in 2019 and a second in 2020. These contained monitoring information for the actions set out in 2019. 

The Action Plans detail anticipated housing delivery over the next 5 years and future housing projections beyond this period, as well as the factors impacting housing delivery in the area.

London Legacy Development Corporation statement of community involvement

The LLDC Statement of Community Involvement was published in 2017 and outlines a commitment to involve the community and key stakeholders in planning decisions and in preparing planning policy documents.
