Parking dispensations allow you to park in Hackney’s controlled zones for a limited time. Each dispensation covers one parking space for one day.

What you can use a parking dispensation for
You can apply for a parking dispensation to if you are:
moving house or business (up to 2 dispensations)
doing building or repair work
attending a wedding (up to 2 free dispensations for the bridal party and for one day only) – you can use visitor vouchers and pay and display bays for guests
attending a funeral (up to 10 free dispensations for one day only) – you can use visitor vouchers and pay and display bays for guests
You may need to show proof, like a bill, a letter or a marriage certificate.

All parking dispensations
For all parking dispensations:
you can only use your dispensation in the zone, street, or parking bay shown on your permit
the vehicle must be a passenger or goods vehicle and must not exceed:
height: 2.27m (7′ 5″)
length: 5.25m (17′ 3″)
un-laden weight: 3,500kg (7,716lb)
dispensations are only approved if they don’t affect traffic flow or parking needs of residents, businesses and visitors
each dispensation is issued for one event at a time
dispensations don’t guarantee a parking space, if you need a dedicated bay, apply for a suspension instead
You will not be issued a parking dispensation if:
you can’t provide the documents needed, or you submit fraudulent documents
payment is refused by your bank or credit card
Parking dispensations on-street
On-street parking dispensations:
are only valid in designated bays, single yellow lines, pay and display bays, and permit holder bays (except personalised disabled bays)
are not valid on red routes, double yellow lines, blue badge disabled bays, personalised permit bays, or suspended bays
Parking dispensations on estates
Dispensations for estate parking are reviewed on a case-by-case basis:
they are only valid on estates managed by Hackney Parking Services (not on private estates)
they can only be used in marked parking spaces on the estate, not on double yellow lines (parking there may lead to a penalty charge)
if you get a dispensation on an estate for a wedding, you won’t get 2 free on-street dispensations
if you use a dispensation on an estate for a funeral, it will reduce your free on-street dispensations, you can split your allowance between estate and on-street parking
if your dispensation on an estate request is refused, you may need to apply for an on-street dispensation instead
You will not be issued a parking dispensation if:
your dispensation compromises the parking stress (above 70%) and health and safety requirements of an estate and can be carried out on-street
Apply for a parking dispensation
Before you start you’ll need:
an email address
your vehicle registration number
a debit or credit card
To complete your application, you’ll also need to provide one form of evidence from the list below.

Documents you need to provide
Parking dispensations for business removals
Provide either:
proof of business (such as a business card or company headed letter of works)
details of the removal company
Parking dispensations for domestic removals
Provide either:
proof of residency (such as utility bill, signed tenancy agreement or bank statement dated in the last 3 months)
details of the removal company, including the vehicle registration number (VRM) – if you are hiring a vehicle to assist with your move, you can provide the details of your hire vehicle
Parking dispensations for carrying out works (domestic or business address)
Provide:
proof of residency (such as utility bill, signed tenancy agreement or bank statement dated in the last 3 months)
proof of business (such as corporate tax, VAT return or your non-domestic rates bill)
your dispensation must be clearly displayed in the front passenger side of your vehicle’s windscreen with its details clearly visible from outside of the vehicle. You must display your actual dispensation, copies are not acceptable
vehicles must park correctly within the markings of the bay or space
dispensation waivers for on-street parking can be used in pay and display bays, shared use bays, permit holder only bays (except personalised permit bays allocated to a single disabled driver that has passed a set criteria), on single yellow lines or resident parking bays
dispensation waivers on estates can only be used on estate parking bays (except personalised permit bays allocated to a single disabled driver that has passed a set criteria). You cannot park on double yellow lines – failure to comply with parking requirements may result in you being issued a penalty charge notice
parking dispensations do not guarantee a parking space. If you require a dedicated bay, see suspensions
for dispensation waivers on-street, the restricted hours will be located on sign plates adjacent to the bays – the start and expiry time for the dispensation will also be located on the front of the dispensation
for dispensation waivers on estates, estates have 24-hour parking controls, and the start and expiry time for your dispensation will be on a daily basis and located on the front of the dispensation
parking dispensations are only valid for the vehicle registration specified on the face of the dispensation and stipulated on the application form and on submitted documentation. Dispensations are not transferable
Where not to park with a parking dispensation
Parking dispensations:
on-street are not valid on red routes or double yellow lines, blue badge disabled bays, personalised permit bays and doctor’s bays
on estates are not valid on red routes, double yellow lines, blue badge disabled bays, personalised permit bays, motorcycle bays and doctor’s bays, any on street parking bays. You can only park on estate parking bays the dispensation has been issued for
are non-transferable and cannot be used in any other vehicle
are not valid in suspended bays
Lost, damaged or stolen parking dispensations
If your dispensation is:
lost or damaged, we will replace it free of charge
stolen and you can provide a crime reference number, then we will be able to replace your permit free of charge
Refunds
Parking dispensations are non-refundable and non-transferable.
Preventing fraud
the council considers fraud and attempted fraud to be an extremely serious matter and will not hesitate to take preventative, remedial or punitive actions against any person or organisation suspected of fraud or attempted fraud
if we cancel your parking dispensation because of fraud or misuse then you will not be eligible for a refund
parking dispensations remain the property of the council and we reserve the right to withdraw any parking dispensation without giving prior notice or reason, and your vehicle may be issued with a penalty charge notice or removed
