Apply for a personalised permit bay

If you’re a Blue Badge holder, and you have a mobility impairment that makes it hard to walk short distances, you may be able to get a personalised permit bay installed. The bay can be outside your home or in a council-managed residential car park.

Only the vehicle registered to the bay will be allowed to park in the bay. If someone is parked in your personalised permit bay, you can report the illegally parked vehicle to us.

 

Before you apply

Step 1: Check you are eligible to apply

To be eligible you must:

  • hold a valid Blue Badge and live at the address where it is registered
  • be the main driver of the vehicle, which must be registered at the address where the bay is needed

The address for the bay must:

  • not have off-street parking
  • be located on a public street or an estate we manage

If you are applying for a dependent under the age of 18:

  • you must be the main driver of the dependent, and the vehicle must be registered at the same address as the dependent
  • the dependent must hold a valid Blue Badge and live at the same address as you

You can also apply if you have a specially adapted vehicle, and you or your dependent holds a valid Blue Badge.

Exceptional circumstances

If you hold a valid Blue badge but do not meet the criteria above you are still able to apply for a bay. Please explain your circumstances, including your disability and how this affects you accessing a vehicle, whether or not there is a vehicle registered to your address and who the main driver of that vehicle is.

Step 2: Apply for a companion badge or estate parking permit

Apply for a free companion badge or an estate parking permit if you do not already have one. You must have a companion badge or estate parking permit to be considered for a personalised permit bay.

You do not need to wait until you have a companion badge before you apply for a personalised permit bay. However, if you live on an estate where the parking is controlled by Hackney Council, you must have an estate permit before applying for a personalised permit bay.

To apply for a personalised permit bay, you will need copies of:

  • both sides of the Blue Badge
  • proof of address
  • your vehicle registration document (V5C)
  • your driving licence
  • your car insurance certificate

If you cannot complete the online form, you can print the personalised permit bay application form (WORD), fill it out, and send it by email or post using the details provided at the bottom of this page.

What happens after you apply

Have a mobility and health assessment

We will arrange a mobility and health assessment for you.

Assessments are carried out by an occupational therapist and usually take about one month to complete.

If you don’t meet the assessment threshold, we will not install a parking bay.

Bay installation

If you meet the mobility and health assessment threshold, we must put out a notice in the local press to let people know we plan to install a bay and give them the chance to comment.

If there are no objections, we will arrange to install the bay.

The confirmation of the new bay will be published in the local press and the London Gazette.

This process takes at least 3 months to complete.

Appeal the decision

You can appeal the decision if you are unhappy with the outcome.

You will receive an appeal form if your application is unsuccessful, which you can use to submit an appeal.

We review appeals at a monthly panel meeting.

If your application and appeal are both rejected, you cannot apply again for 6 months unless your mobility significantly changes.

Personalised permit bays are marked with the sign shown below and do not include any lettering painted on the ground.

Permit holders only

General use disabled bays have the sign shown below and the word ‘’disabled’’ written on the ground next to the bay.

Disabled badge holders only

All valid Blue Badge holders are allowed to park in these bays.
